He was the captain of the fleet pearl, the cruiser ,,Elisabeth’’ which will have missions in the Mediterranean Sea, The Atlantic Ocean, The Northern Sea and also in the Baltic Sea. It was the longest mission a Romanian battleship had ever accomplished. During this mission, commander Vasile Urseanu had the time to watch the sky and see the stars movement, a passion he had had since early childhood. He will will build a boat-style house in Bucharest. In the top of the building, he also arranged an astronomical observatory in 1910. The observatory had the third most powerful telescope in the country, a Zeiss. The admiral dies in 1926 and his widow will donate the house to the Town Hall in 1933, asking the authorities, following Vasile Urseanu’s will, the observatory to function inside, in his memory. The telescope will be functional again on the dome of the house in 1950 and the observatory was opened for public in May the same year. In the 60s the building will also house The Experimental Sciences Museum and the old telescope is replaced with a more advanced one, the most powerful in the country.
