Well, according to the Romanian Intelligence Unit, yes. The alert on the site of the Intelligence is blue, which means it might occur terrorist attacks but it is quite not probable to happen. Yellow would be the next level of alert which means there are information about possible terrorist attacks, orange alert means a high level of threat while red alert means a terrorist attack is imminent. There was no red terrorist alert in recent past. The alert level was yellow to orange only in 2008 when a great NATO summit took place in Bucharest.
